According to the Decree of the President of Turkmenistan on October 5, 2017, the Ministry of Finance and Economy of Turkmenistan was established on the basis of the Ministry of Finance of Turkmenistan and the Ministry of Economy and Development of Turkmenistan. One of the most important priorities of the Ministry is to actively promote the implementation of the Sustainable Development Goals (SDGs). Since the implementation of the SDGs, Turkmenistan has achieved remarkable results in social policies, deepening market transformation, and measures to adapt to and mitigate the effects of climate change. Financial and economic functions are concentrated in the Ministry as much as possible. In addition to the functions of analyzing and forecasting the economy, formulating and implementing the state budget, the Ministry is also responsible for formulating and implementing economic, budgetary, price, social, regional, investment, tax policies, implementing policies in the areas of privatization of state property, institutional reforms, and development of public finance and financial markets, insurance and audit activities, combating money laundering and terrorist financing, implementing state financial controls, ensuring accounting and financial reporting methods, and protecting intellectual property rights. In order to implement a reasonable state budget policy, improve the efficiency and effectiveness of the implementation of the state budget of Turkmenistan, effectively control the use of budget funds in a targeted and economical manner, and repay the state's domestic and foreign debts in a timely manner, the Ministry of Finance was established within the framework of the Ministry of Finance and Economy of Turkmenistan. The ministry consists of six departments and 15 offices. The ministry includes the main financial and economic bureaus of the five provinces, Ashgabat and Arkadag, the Financial Supervision Bureau, the Economic Risk Protection Bureau, the Tax Bureau and the State Intellectual Property Office.
